Dual casino plan raises questions under IGRA

Two California tribes have agreed to put aside their differences over a casino but now they face questions from the federal government.

The Viejas and Ewiiaapaayp tribes want to operate two casinos side-by-side on the Viejas Reservation. The Viejas tribe already has a casino there.

Under the Indian Gaming Regulatory Act, a tribe can conduct gaming only on land over which it exercises jurisdiction. But in this case, the Ewiiaapaayp Tribe has no authority over the Viejas land.

So the tribes are trying to work out a deal that would allow the deal to move forward. The National Indian Gaming Commission is involved in the discussions.
