"The San Bernardino City Council probably will accept the $5.5 million gift from the San Manuel Band of Mission Indians to fix some of the problems the tribe's casino causes in the northeast part of the city.
It's a generous offer the tribe doesn't have to make. The state collects a share of Indian gaming revenue to address spillover effects of casinos in communities like this one: $1.5 million this year, which only goes so far.
Without the tribe's $5.5 million gift, the city doesn't have the money to fix the problems. And it does seem fair for the tribe to shoulder a large part of the burden."
