Column: The right and wrong way to handle gaming


"Gov. Arnold Schwarzenegger, who has negotiated new compacts with some tribes that provide some revenues to the state, is campaigning against both measures, saying they undermine his measured approach, and both are trailing in polls.

There are, therefore, three competing scenarios before voters, and none of them is particularly satisfactory in terms of the larger public interest in having a well-regulated but non-monopolistic gambling industry. Simply put, if we were destined to have full casino gambling in California, we should - and could - have done a much better job of bringing it to fruition."
