The San Manuel Band of Mission Indians is giving $5.5 million to San Bernardino, California, every year but some residents don't think the money is worth it.
The residents complain that the tribe's new casino expansion has increased crime, traffic, noise and other problems. They say the yearly payment isn't enough to offset the impacts.
The city is holding meetings to decide how to spend the $5.5 million.
