Lawsuit filed over off-reservation casino deal

Opponents of a proposed off-reservation casino in Oregon filed suit against Gov. Ted Kulongoski (D) on Thursday, claiming the deal is barred by the state constitution.

The lawyer who filed the case said the constitution bars casinos and doesn't allow the governor to sign gaming compacts. The lawyer filed a similar suit involving another tribal casino.

Last month, Kulongoski signed a compact with the Warm Springs Tribe for an off-reservation casino in the Cascade Locks south of Portland. The tribes agreed to stop pursuing a casino in another area and to share revenues with the state.
