The Garden Grove, California, City Council voted 3-2 on Tuesday night to authorize talks for a proposed tribal casino.
Mayor Bill Dalton broke a 2-2 tie on the issue. He said he doesn't think the casino will ever happen but said the city should look into it.
Officials envision a casino and 1,000-room hotel. They previously talked to the Mesa Grande Band of Mission Indians about a casino.
The Tribal Alliance of Sovereign Indian Nations opposes the idea. The group urged the city council to reject off-reservation gaming.
