A group called Citizens for a Better Buffalo filed another lawsuit aimed at stopping the Seneca Nation from building an off-reservation casino in downtown Buffalo.
The lawsuit was filed in state court. It names several state officials, accusing them of violating environmental and historic preservation laws.
The first lawsuit was filed in federal court against the Interior Department and the National Indian Gaming Commission, accusing the agencies of violating the Indian Gaming Regulatory Act.
The tribe received land in downtown Buffalo under a land claim settlement with the state of New York. The state passed a law, agreeing to three casinos for the tribe.
