Off-reservation casino plans in Barstow an issue

Three off-reservation casinos that have been proposed in Barstow, California are the subject of a ballot initiative.

The Chemehuevi Tribe, the Big Lagoon Rancheria and the Los Coyotes Band of Cahuilla and Cupeno Indians have each filed applications to open casinos in Barstow. The Big Lagoon and Los Coyotes facilities would be built side by side.

The Big Lagoon Rancheria and the Los Coyotes Band have signed a compact with the state. The Chemehuevi Tribe has not.

Measure H would designate a casino zone that includes the Chemehuevi proposal. But it would exclude the Big Lagoon / Los Coyotes plan.

The Barstow city council has not taken a position on the initiative. A special meeting is being held tonight to reconsider the council's stance.

Barstow is located along a major interstate about halfway between Los Angeles and Las Vegas.
