Some members of the Grand Forks, North Dakota, city council are upset because the Turtle Mountain Band of Chippewa didn't personally present casino plans to them.
The tribe recently held a press conference to announce a casino impact study. But some city council members said they wanted to hear from the tribe directly.
The council is considering whether to support the off-reservation casino. Other tribes in the state oppose it.
