Pombo's IGRA bill on House schedule this morning


Note: C-SPAN is streaming the House session online. H.R.4893, a bill to restrict off-reservation gaming, is on the House schedule this morning.

The bill would block certain off-reservation casino proposals and tighten restrictions on others. It eliminates the two-part determination section of the Indian Gaming Regulatory Act and eliminates the land claim exception of Section 20.

The bill bars tribes from crossing states lines to open casinos. It bars tribes from opening casinos on land that is not contiguous to their existing reservations.

Newly recognized, landless and restored tribes would still be able to acquire land for gaming. But they would have to sign agreements with local governments to offset the impacts of their casinos and would have to meet more strict criteria for the land they choose.

The bill is on "suspension" meaning it has to be passed by a two-thirds vote.
