California tribes reach deal over stalled compacts


Two California tribes have agreed to sign side deals with the state in order to receive legislative approval of their stalled gaming compacts.

The Pechanga Band of Luiseno Indians and the Sycuan Band of Kumeyaay Indians signed a memorandum of agreement to address minimum internal control standards, workers' compensation, financial audits, arbitration and other issues. A separate bill will be introduced to ratify the agreement.

The Agua Caliente Band of Cahuilla Indians and the Morongo Band of Mission Indians are close to signing an agreement. But the San Manuel Band of Mission Indians has rejected the idea.

The compacts would allow the tribes to install more slot machines in exchange for sharing revenues with the state.
