The Seneca Nation is promising a developer up to $8 million for an off-reservation casino in Rochester, New York.
The tribe announced an agreement with developer David Flaum. The deal includes a $3 million development fee, plus a success fee of up to $5 million if a new Class III gaming compact wins approval by October 1, 2013, The Albany Times-Union reported.
The success fee drops to $2.5 million if the compact is approved by October 1, 2014.
Flaum did not dispute the terms when contacted by the paper.
