Menominee Nation pitches off-reservation casino partnership

The Menominee Nation is offering to include the Forest County Potawatomi Tribe in plans for an off-reservation casino in Wisconsin.

The Menominees say the Potawatomis can help finance or manage the $800 million casino in Kenosha in exchange for a cut of the revenues. Other options include leasing slot machines for the casino and securing development rights at the casino site.

"It is our belief that working together under the terms described above could generate millions in revenue to FCP," Menominee Chairman Craig Corn said in a letter to Forest County Potawatomi Chairman Harold "Gus" Frank.

The offer, however, was immediately rejected. Jeff Crawford, the Potawatomi attorney general, called it a "gimmick" and a publicity stunt.

The Potawatomis represent the biggest obstacle to final approval of the Menominee casino. The tribe already operates an off-reservation casino in Milwaukee, about 40 miles north of Kenosha.

Gov. Scott Walker (R) has said he won't agree to the casino unless "consensus" is reached among all 11 tribe in the state. But he said he won't try to broker an agreement on their behalf.
