Wisconsin governor sets a high bar for off-reservation casino

Wisconsin Gov. Scott Walker (R) said all tribes have to agree to any new off-reservation casinos.

Walker will seek "consensus" from the state's tribes. He told The Milwaukee Journal Sentinel that means all 11 tribes must agree to any new development.

"Consensus doesn't mean 10 yes and one no," Walker said in a meeting with paper'sl editors and reporters. "Consensus means everybody says yes."

Walker's stance means the Menominee Nation would not gain his support for an off-reservation casino. The Forest County Potawatomi Tribe opposes the project.

"If he's going to give veto power to the Forest County Potawatomi, then make sure he says that to all the Menominee people and the people in Kenosha, Racine and surrounding communities," Menominee Chairman Craig Corn told the paper.

The Bureau of Indian Affairs has issued a final environmental impact statement. If the agency approves the casino, Walker will have veto authority under the two-part determination provisions of the Indian Gaming Regulatory Act.

The Ho-Chunk Nation is also pursuing an off-reservation casino.
