The Turtle Mountain Band of Chippewa Indians is once again proposing an off-reservation casino in Grand Forks, North Dakota.

The tribe sought the casino in 2009 and in 2005. Opposition from other tribes, religious groups and residents killed the idea.

The tribe operates a casino on its reservation, about 187 miles from Grand Forks.
