The city council in Spokane, Washington, might drop its opposition to the Spokane Tribe off-reservation casino.

The council voted 4-3 to oppose the casino portion of the Spokane Tribe Economic Project. But President Ben Stuckart has been working to reverse the city's position.

Mayor David Condon, however, believes it's too late to change course. The comment period on the final environmental impact statement for the West Plains Mixed-Use Development closed nearly a year ago and the city's opposition was already submitted.

The Bureau of Indian Affairs has yet to issue a record of decision on the project.
