The Tohono O'odham Nation and the city of Glendale, Arizona, will start negotiations for an off-reservation casino.

The city does not officially support the proposed West Valley Resort. However, the council voted 4-3 to oppose H.R.1410, a bill that would prevent the tribe from opening a casino on newly acquired trust lands.

The change in position on the bill reportedly came as a surprise to the Salt River Pima-Maricopa Indian Community, whose leaders oppose the casino. The tribe sent out a press release that said other cities continue to support the measure.

The House passed the bill but it has yet to see any action in the Senate.
