Opponents of the Tohono O'odham Nation off-reservation casino won't see the issue on the ballot in the city of Glendale, Arizona.

A group called Respect the Promise wanted to overturn the city council's decision to open discussions with the tribe. But not enough valid signatures were submitted, The Glendale Star reported.

In March, the city council voted to oppose H.R.1410, the Keep the Promise Act. The bill doesn't mention the Tohono O'odham Nation by name but it bars Class II and Class III gaming on newly acquired trust land -- a provision that applies to the tribe'r proposed West Valley Resort.

The House passed the bill in September. It remains stalled in the Senate.
