The Mashpee Wampanoag Tribe of Massachusetts plans to start work on its gaming site by the end of the year, Chairman Cedric Cromwell said.

The tribe plans to build the $500 million First Light Resort and Casino in the city of Taunton. The Bureau of Indian Affairs is still reviewing the land-into-trust application but Cromwell appears optimistic of a decision sometime this fall.

"We still expect to break ground before the end of the year, and we should have more details on the schedule once the review process is finished," Cromwell said in a statement to The Taunton Daily Gazette.

The application -- the tribe's first -- was filed in August 2007 but the process slowed as the tribe changed gaming sites, changed gaming partners and changed leadership. The draft environmental impact statement wasn't published until November 2013.

The BIA hasn't said when it will issue a final EIS.
