A new Class III gaming compact for the Viejas Band of Kumeyaay Indians in California has gone into effect. The compact eliminates a flat $17.4 million payment that the tribe was sending to the state. It adopts a revenue sharing system based on percentages. The Bureau of Indian Affairs allowed the agreement to take effect after a 45-day review period under the Indian Gaming Regulatory Act. The compact is approved "but only to the extent that the Compact is consistent with IGRA," a notice in today's issue of the Federal Register states. The more favorable terms of the deal will enable the tribe to expand the Viejas Casino. An enviromental impact report outlines the addition of a second hotel tower with 128 rooms, basically doubling the number of existing rooms at the facility. Federal Register Notice:
