Were Choctaws behind $500K donation to RNC?

A report from The Boston Globe suggests the Mississippi Band of Choctaw Indians were behind a $500,000 donation to the Republican National Committee.

The donation was made by a public relations outfit owned by Michael Scanlon, an associate of disgraced lobbyist Jack Abramoff. As a public relations firm, Capitol Campaign Strategies was not subject to the campaign finance laws that are imposed on lobbyists. So Scanlon didn't have to disclose the source of the funds.

But The Globe suggests, without outright saying, that the Choctaws may have been the source because the RNC turned around and gave $600,000 to Bob Riley, the Republican candidate for governor of Alabama. Riley opposed the expansion of gaming in Alabama, something the Choctaws were also working against.
