The House voted 225-201 on a bill to open Arctic National Wildlife Refuge in Alaska to development.

Most Republicans supported the bill but 30 voted against it. Most Democrats opposed the bill but 14 voted for it.

Alaska Natives are divided on oil and gas drilling. Most Inupiat Eskimos, who live in ANWR, support development for the revenues and jobs it will create. The Gwich'in Nation, whose members depend on caribou herds in the refuge, oppose drilling.

Artic Slope Regional Corp., an Alaska Native regional corporation, owns 93,000 acres of subsurface rights in ANWR that could be developed. The Kaktovik Village Corporation owns the surface rights on that land.
