Blackfeet Nation revises water rights compact

The Blackfeet Nation and the state of Montana have revised their draft water rights compact.

The draft requires the state to pay the tribe $14.5 million. The tribe would limit water usage from the Birch Creek for 15 years.

Both sides would seek funding from Congress to enlarge the Four Horns reservoir and build a water system for the Birch Creek that would supply off-reservation users.

The tribe and the state have been negotiating on and off since the 1980s.
