Refund anticipation loans are hitting Indian Country the hardest, the Children's Defense Fund said in a report this month.

Avoiding the Pitfalls of Refund Anticipation Loans lists the counties with the highest number of low-income taxpayers who received a costly refund loan. The first six are counties with reservations.

"It's not hard to understand or believe," Judi gaiashkibos, executive director of the Nebraska Commission on Indian Affairs, told The Omaha World-Herald of the report. "It's sad. It's unfortunate."

Todd County, Shannon County and Buffalo County in South Dakota were the first three on the list. They are home to the Rosebud Sioux, the Oglala Sioux and Crow Creek Sioux reservations.

The next two on the list are Sioux County and Benson County. They include the Standing Rock Sioux and the Spirit Lake Dakotah reservations.

The final six is rounded out by Thurston County in Nebraska. That's home to the Omaha and Winnebago reservations.
