Ring's lawyers said a recent U.S. Supreme Court limited a law that has been used to prosecute lobbyists who were involved in the scandal. But Judge Ellen Huvelle said it will be up to the jury to determine whether Ring is guilty or bribery and of defrauding the public.

Federal prosecutors say Ring showered gifts on Congressional aides and Bush administration officials to influence them into taking actions to benefit his tribal clients. Jennifer Farley, a former White House official who worked with tribes, was among the recipients, according to prosecutors.

Prosecutors also say Ring developed a "corrupt" lobbying scheme whose targets included Sandia Pueblo of New Mexico.
