A 14-year-old member of the Skokomish Tribe of Washington was killed in a shooting incident on Tuesday.

Ciqala Miller was reportedly playing around with rifles in his family's home on the reservation when he was killed. A 13-year-old boy faces a first-degree manslaughter charge even as some believe the shooting was an accident.

"There's also accidents that do happen and this one here was a really bad accident," Annette Smith, a tribal council member who lives next to the Miller's and was the first adult on the scene, told KOMO-TV. "I really feel bad for both families."

Ciqala's uncle is Chairman Charles "Guy" Miller.
