The D.C. Circuit Court of Appeals on Thursday voted 5-3 not to rehear the White House energy task force case, rebuffing a Bush administration bid to keep government documents secret.

Judicial Watch, a conservative watchdog group, has won a series of court rulings to make the information about the task force, which was headed by Vice President Dick Cheney, public. But the administration has refused to turn over documents.
