FRIDAY, MAY 24, 2002 The Mexican government owes the United States 456 billion gallons of water and is asking President Bush for a $420 million loan to help pay the debt back. Rick Perry (R) of Texas opposes the plan and has asked Bush to reject the loan. Some Mexican officials say Texas' dreams of water are a lost cause.
