The Department of Education is calling for states to overhaul their teacher certification systems.

The department on Tuesday released its first annual report on the status of teacher quality and found that academic standards were generally low. In one cited instance, California only required a 10th grade skill level to teach.

Standards were particularly low for teachers in "high poverty" classrooms, the report stated. Teachers without certification were more likely to be in these classrooms than others.
