The Assembly of First Nations is holding its 23rd annual meeting in Quebec, Canada, this week.

Top issues include a federal initiative to reform the Indian Act and treaty negotiation policies in British Columbia. In both instances, First Nations leaders have opposed the government's plans, which they say were developed without consultation.
