BIA might have oversight on whaling

Native whaling issues might be transferred to the Bureau of Indian Affairs, according to the president of the Barrow Whaling Captains Association.

Eugene Brower told the Arctic Sounder that oversight of whaling might handled domestically rather than under the auspices of the International Whaling Commission. The IWC failed to approve a quota for Inupiat Eskimo hunters.
