Wash. tribe confronts land-use problems

Tulalip tribal leaders have instituted a moratorium on all for-profit residential developments on their Washington reservation although legal questions remain on its effect on land owned by non-Indians.

A federal court case has determined that a local county has no regulatory authority over Indian-owned lands. The decision is on appeal to the 9th Circuit.

The moratorium was instituted in response to increased development for homes that some tribal members cannot afford.
