The Bureau of Land Management is refusing to cap leaking oil wells drilled by the federal government.

An official with the Native village of Barrow reported one such well. The state cleaned up the 30 to 50 gallons and then billed BLM $4,863.

BLM said it wasn't responsible. The agency won't know how many wells are out there for another two years.
