TUESDAY, SEPTEMBER 24, 2002

The Senate on Monday continued to debate a controversial measure to implement President Bush's "Healthy Forests" initiative.

But a close 49 to 46 vote failed to advance the proposal to speed up logging on millions of acres of federal forest land and eliminate challenges to forest decisions. Sens. Larry E. Craig (R-Idaho) and Pete V. Domenici (R-N.M.) introduced an amendment to stop court appeals.
