Bush babies caught in nominee snag

It takes just as long to have a baby as it does to get one of President Bush's nominees confirmed, according to a study of the slow-moving process.

The Brookings Institution's Presidential Appointee Initiative reported that the Bush administration is the slowest in recent history when it comes to presidential nominations. The study found that 16 top posts remained unfilled nearly two years into the administration.

The delay is attributed to the unusual transition, a Democrat-controlled Senate and a longer process required to do background and other checks on potential federal servants.
