Assistant Secretary Neal McCaleb spoke at the United South and Eastern Tribes (USET) conference on Monday.

McCaleb told tribal leaders that economic development was the cornerstone to sovereignty. "There can be no true de facto sovereignty without economic self-sufficiency and true economic independence," he said, The Hartford Courant reported.

The paper notes that McCaleb has to sign off on federal recognition decisions but doesn't mention his oversight of gaming compacts, land-into-trust and other casino-related issues.
