The Department of Education on Tuesday issued the final rules implementing the No Child Left Behind Act.

The rules intend to bring accountability to public schools by tying student performance to federal funding. They define when a school is failing and allow parents to opt out of failing schools.

The Bureau of Indian Affairs held its own consultation sessions on the act.
