A joint House-Senate committee on Wednesday made public its findings on the September 11 terrorist attacks.

The panel criticized intelligence failures at the FBI and the CIA that could have prevented the tragedy. But Sen. Richard C. Shelby (R-Ala.), in a dissent, said the report didn't go enough and laid personal blame against top officials whom he said were unwilling to coordinate and share information.

Shelby singled out CIA director George J. Tenet, National Security Agency director Michael V. Hayden, former the FBI director Louis J. Freeh and other officials within the intelligence community. He said they should face disciplinary action.
