Negotiations on spending bill stalled

A dispute over drought relief and environmental exemptions for forest land in Alaska has stalled work on the 2003 omnibus appropriations bill.

The $395 billion package is needed to fund the federal agencies for the current fiscal year. A joint House-Senate conference committee is hammering out the bill.
