Congress approves spending bill before recess

FRIDAY, FEBRUARY 14, 2003

The House and Senate gave final approval on Thursday to a $397 billion spending bill that funds most of the federal agencies for the current year.

The House voted 338 to 83 to send the package to President Bush for his signature. The Senate vote was 76 to 20. Democrats in both chambers complained that the bill was largely the work of closed-door sessions among Republicans.

The bill includes $1.9 billion, an increase of $68 million, at the Bureau of Indian Affairs and $2.9 billion, an increase of $109 million, for the Indian Health Service. The Office of Special Trustee was funded at $151 million.
