Bill introduced to create new appeals court

FRIDAY, FEBRUARY 28, 2003 Congressman Mike Simpson (R-Idaho) introduced a bill to create a new 12th Circuit Court of Appeals. The 12th Circuit would be formed by breaking up the 9th Circuit, which currently oversees cases in the states of California, Nevada, Washington, Idaho, Oregon, Montana, Hawaii, Alaska, Guam and the Northern Mariana Islands. California and Nevada would stay in the 9th Circuit, Arizona would move to the 10th Circuit and the rest would go to the 12th Circuit. The 9th Circuit has typically been favorable to tribal interests. But its decisions have almost always been overturned by the Supreme Court. In related judiciary news, the Senate Judiciary Committee advanced the nominations of three appeals court nominees against protests from some Democrats, who tried to delay John G.
