FRIDAY, APRIL 25, 2003 A critic of the Department of Justice said a policy requiring staff members to clear their contacts with members of Congress is an "an attempt to muzzle whistle-blowers," The New York Times reports. Chuck Grassley (R-Iowa), who has been particularly critical of the FBI, says the order has halted the dissemination of information.
