A bill under consideration in the Pennsylvania Legislature would authorize the state to recognize tribes.

Native leaders said state recognition will help them apply for federal grants, market authentic arts and crafts and protect their culture. Lawmakers seemed sympathetic but don't want their efforts to lead to the development of casinos.

Pennsylvania has no federally-recognized tribes.
