Energy bill limits appeals of dam projects

A little noticed provision of the energy bill under debate in the Senate changes the appeal process for hyrdroelectric projects.

Under the proposed law, power companies will be able to appeal conditions imposed on dam projects. Previously, they had to accept the conditions.

But tribes and environmental groups, who have been able to challenge approval, will no longer be able to. Tribes have long blamed dams and electric utilities for dwindling runs of salmon.

The provision was drafted by Sen. Larry E. Craig (R-Idaho). According to The Washington Post, he received more money from electric utilities than from any other industry.
