Members of New York tribes held a protest in the state capitol on Tuesday against a proposal to tax the sale of cigarettes, fuel and other goods.

Lawmakers have included the tribal tax provision in the state budget. Tribal members say it will hurt their businesses.

N.Y. Gov. George Pataki (R) has until tonight to veto the budget.
