President Bush plans to nominate a White House lawyer for a spot on the D.C. Circuit Court of Appeals, The Washington Post reports.

Brett M. Kavanaugh was a former aide of Kenneth W. Starr, the independent counsel who investigated the Clintons and other Clinton appointees.

If confirmed, he would sit on a court that hears a number of Indian law cases, including the Cobell case and other trust cases.
