N.D. drivers issued documents by tribal group

WEDNESDAY, JULY 2, 2003 A group calling itself the Little Shell Pembina Band of North America has been issuing driver's licenses, vehicle registration and insurance coverage to drivers. The state says the documents are illegal and issued a cease and desist order to the group's chief. According to the state's insurance commissioner, the group sells memberships to non-Indians.
