Bilingual initiative may not see enforcement

Proposition 203, an anti-bilingual education initiative passed overwhelmingly by Arizona voters in November, may not be enforced as education chief Lisa Graham Keegan said Tuesday she will allow schools to continue their bilingual programs.

Keegan said as long as students learn English and make progress, there is no need to dismantle bilingual education programs. The proposition seeks to replace them with an intensive, English-only program.

Supporters say Keegan cannot selectively enforce the law, a charge she denies.

Tribes in the state opposed the initiative, but its supporters say it was only meant to apply to Spanish-speaking students.
