Protection of Alaska refuge urged

More than 250 scientists are urging President Clinton to declare the Arctic National Wildlife Refuge a national monument to prevent its development.

George W. Bush has advocating opening up the refuge to oil development but Al Gore opposes it. The Clinton administration hasn't decided if it will issue the designation but President Clinton has said he would veto Congressional action to open up the refuge.

The refuge is managed by the US Fish and Wildlife Service.
