Arctic drilling won't be easy battle

Although oil industry executives have a positive outlook, President George W. Bush has acknowledged he faces a tough battle to gain Congressional support for opening up the Arctic National Wildlife Refuge to oil development.

Most Democrats oppose exploration in the refuge, but a number of Republicans also aren't convinced drilling can be done without harming the environment. A bill to open up the refuge was introduced last year but failed.
